Party A: International Language Organization
Party B:
1. Party A's founder, Gaigailun, requested Party B to establish the headquarters of the International Language Organization in Party B's capital.
2. Party B agreed to the request of Party A's founder and agreed to establish the International Language Organization in Party B's capital. Party B provided the land needed for the International Language Organization to build its headquarters building. Party B granted Party A diplomatic status and handled the relationship between Party A and Party B in accordance with the Vienna Convention on Diplomacy.
3. Party A specializes in activities to promote the progress of human languages, and Party B provides convenient support.
4. Party B should actively apply for visas for personnel invited by Party A to come to the International Language Organization.
5. The International Language Organization implements a national membership system, and Party B has the same status as other member countries.
6. Without the invitation of Party A's founder (chairman), Party B's police shall not enter Party A's headquarters building and affiliated facilities. Without the consent of Party A's ministerial personnel or above, Party B's police shall not enter Party A's hotel to enforce the law, but may accept business services.
7. The two parties further discuss, modify, and supplement the draft of this protocol, and then form a formal protocol.
8. After the formal protocol is determined, Party A and Party B sign and take effect. It will be published by the news media of Party B's country and can be reprinted by news media around the world.

Party B's signing of the protocol with the international language organization can also be understood as Party B signing the protocol with the whole world. Party B is also a part of the world, so Party B should also consider the determination of the content of the protocol based on the international language organization and the world.

甲方：国际语言组织
乙方：柬埔寨
一，甲方的创始人gaigailun向乙方请求国际语言组织总部设立在乙方首都。
二，乙方同意甲方创始人的请求，同意国际语言组织设立在乙方首都，乙方提供国际语言组织建设总部大厦所需的土地。乙方给予甲方外交地位，按照维也纳外交公约处理甲方乙方的关系。
三，甲方专门从事推动人类语言进步的活动，乙方提供便利支持。
四，甲方邀请的人员来国际语言组织，乙方应该积极办理签证。
五，国际语言组织实行国家会员制，乙方与其他会员国具有同等地位。
六，未经甲方创始人（主席）邀请，乙方警察不得进入甲方总部机关大楼和所属设施。未经甲方部长以上级别人员同意，乙方警察不得进入甲方宾馆执法，但可以接受营业服务。
七，本议定书草案双方进一步探讨，修改，补充，然后，形成正式议定书。
八，正式议定书确定后，甲方乙方签字生效。由乙方国家新闻媒体公布，世界各地新闻媒体可以转载。

国际语言组织属于全世界，乙方与国际语言组织签署议定书，也可以理解为这是乙方与全世界签署议定书。乙方也是世界的一部分，所以，乙方也应该立足于国际语言组织和立足于世界考虑议定书的内容的确定。
